Job Purpose

Oversee and ensure the proper and effective utilization of disbursed funds by the Green Climate Fund in accordance with the Green Climate Fund (GCF) Funded Activity Agreement (FAA), the Fund’s and Bank’s signed Accreditation Master Agreement (AMA), program operating manuals, and CRDB Bank’s prevailing policies and procedures. The objective is to support lending to the agriculture sector, with the resources and capacity to offer innovative financial products. These products aim to enhance smallholder farmers’ climate resilience and transform the adaptation capacity of the agriculture sector in Tanzania.

Principle Responsibilities

To ensure the successful implementation of the Tanzania Agriculture Climate Adaptation Technology Deployment Programme (TACATDP) in alignment with the Green Climate Fund (GCF) Funded Activity Agreement (FAA), as outlined in the Accreditation Master Agreement (AMA) between the Fund and the Bank, and guided by program operating manuals and CRDB Bank’s relevant policies and procedures supporting TACATDP programme financial management , the Finance officer-TACATDP holds responsibility for the following roles:

  • Processing Fund disbursement requests from the GCF and ensure that fund disbursements are directed to appropriate TACATDP designated accounts.
  • Preparation of Annual Performance Reports for submission to GCF as required in the signed Funded Activity Agreement (FAA) and the Accreditation Master Agreement (AMA).
  • Processing for payment of TACATDP vendors implementing various activities financed by the GCF Technical Assistance funds.
  • Review, investigate, and correct errors and inconsistencies in financial entries for TACATDP fund accounts that include loan, Technical Assistance, Insurance premium fund accounts.
  • Analysing fund request proposals from GCF Technical Assistance beneficiaries for undertaking various activities as per signed Memorundum of Understanding between the bank and TA beneficiaries as per approved budgets.
  • Monitor GCF payment schedules and working closely with finance and treasury to ensure all fees and commission to GCF are paid  in a timely manner.
  • Facilitate effective internal and external Audit of TACATDP program and maintaining a register for tracking implementation of recommendation.

Qualifications Required

  • A degree in Finance, Banking, Economics, Accountancy, and or business-related subjects from relevant recognized university/institution.
  • Possession of the following qualifications will be an added advantage: Sustainability certification, CPA, ACCA.
  • Minimum of 3 years experience with competence in financial management for commercial banks.
  • Analytical skills and the ability to understand broad financial management issues.
  • Report writing and communication skills
  • Ability to prioritize and meet critical deadlines and to cope under pressure.
  • Problem-solving skills and the ability to learn and think outside the box
